I'm a home user and not a developer.
If anyone can help, I've purchased and installed for Genesis and the Executive Pro theme Design Palette Pro. My question is whether I also need another plug-in to make my website look like I want, such as the 'co-blocks' plugin which was automatically installed, or the 'atomic' page builder which I see advertised on the Studio Press website, or another plugin called "Elementor." Do I also need one of those plugins, in addition to Design Palette Pro? And, if I do need to install a "page builder" plugin, I should pick one and stick with it, right? In other words if I install and activate 'co-blocks' and Elementor and Atomic or Beaver Builder, there's a great likelihood I'll just end up confusing myself. Is that right, or am I off base here?

@rickbryan we really can't provide you with that input based on this statement:

We don't know what you want your website to look like so it would be difficult for us to offer any suggestions on additional tools you may need.

Design Palette Pro only offers you a way to change colors, fonts, font sizes, widths. It doesn't provide any particular design changes, i.e., creating a new home page layout. You would simply use the built-in blocks to achieve the look you want or you can use one of the other block plugins like Atomic Blocks, Co-Blocks, Elementor, etc. The page builders you use would be based on what you like about them.

One thing to keep in mind is that Executive Pro has not been technically updated for use with the block editor. Genesis will provide a lot of that functionality for the theme, but there may be some things that do not work out the box using the block editor.
