What I am trying to create is like those government or corporate sites where they have information in English, German, French etc, and when you click on your choice of language, the whole site changes to show information in your selected languages.

Is there a way to do this with studiopress? Is there a plugin that allow these?

Ted, on demand language translation is not Studiopress feature - instead a generic one. Try either of these plugin and see which fits your requirement the best.
