I would like to add some test (like marquee) after secondary menu bar, which should be visible from all pages / posts.

Please guide me how to get that.

You can install Genesis Simple Hooks plugin https://wordpress.org/plugins/genesis-simple-hooks/
After you activate the plugin go to Genesis - Simple Hooks and insert your text into the genesis_before_content_sidebar_wrap Hook or genesis_before_content Hook.
(You can use HTML for formatting)
Remember to Save Changes.
