It's very user friendly. I'm not affiliated with this company but I've bought genesis and a few themes from them. The instructions are more than enough to get you started with no help from IT people, with setting up a professional-looking site (but if you don't know coding and you want to customise it dramatically, you will need help). I use the Genesis framework every single day, and I have helped hundreds of users set up their sites using Genesis.

There is a learning curve involved, but I don't think it's particularly difficult.

This forum alone make the investment in Genesis well worth it. If there's a required modification, someone has a code snippet ready to go. If you need style modifications, this forum's free support is beyond anything else you'll find. With many other themes, support is only offered by way of submitting a ticket and only for core theme issue. Styling help? Not offered.
