If you scroll all the way down the parallax pro theme, it says "COPYRIGHT c 2015. Parallax Pro theme on Genesis Framework- WordPress - Log in". I would like to edit that and put in my terms and conditions and privacy policy. I'm not planning to take the Parallax Copyright out, I just want to add the privacy policy so it's not wasting space elsewhere and that it is still visible.

You can go ahead and remove the Parallax info if you choose.
To edit you can use the Simple Edits Plugin or the code found here

Where do I remove the parallax info? I went to the css, and I can't find the exact text.
Is the bottom most line considered credit line?you edit the footer in functions.php however if you are unfamiliar with editing templates your best bet would be to use the plugin

I was able to edit the footer, but I would like to post a link on the footer. I checked the short codes reference page, but did not find a link :http://my.studiopress.com/docs/shortcode-reference/. Is there a way to post a page with a link on the footer?
Which method are you using to make the edits?
If simple edits just add the link into your shortcodes like this example
