Is it possible to exclude certain tags with something like [post_tags exclude=2,4,6] ?

In the example above I would want to exclude the tag IDs 2, 4, and 6.

right now this kind of option is not available in [post_tags] shortcode. you need to create a new shortcode for this functionality

create new shortcode by this resource http://codex.wordpress.org/Shortcode_API and use this function http://codex.wordpress.org/Function_Reference/get_tags for tag list.
