I'm wrapping up design of our news portal. I'd like feedback on ways to keep the three visual elements tied together. Currently, the splash box and the article list sort of float around. I'd like to have the reader's eye not wander.

I've completed the external design. I took the 1.9 Sample child theme, set it for full page, created two columns, subdivided one into a splash and then a blog, and used the second for our sidebar.
You are off to a good start - I like the colors you have chosen.
I believe this is still a work in progress - you have the same items on your top menu ("home" is there three times, for example).
Thanks. Yes, the top menu is simply a placeholder.
