I am so at a loss for how to get the wide horizontal bars of alternating black and/or white (some with text; some with images, e.g. widget "Home Feature #1 Left)

I want to add images or icons or text. And there are the "Welcome" widgets as well. I think I understand how to add some text there (well, maybe). But I love the look of a clean wide horizontal black or white bar on which are three pieces of information, visual, and when you click them perhaps you go to some pre-defined link.

Thanks for any help or just direction to a tutorial and/or discussion! Much appreciated, Scott.
