Cant log itno a new install of wp

hi guys

i created a fresh install in a dev folder on my domain

http://thecreativeeffect.com/wp/parsonsreilly/

i try to log in here

http://thecreativeeffect.com/wp/parsonsreilly/wp-admin/

then this is what i get

http://thecreativeeffect.com/wp/parsonsreilly/wp-login.php?redirect_to=http%3A%2F%2Fthecreativeeffect.com%2Fwp%2Fparsonsreilly%2Fwp-admin%2F&reauth=1

and from here i just cant get in , i have removed and re installed a few times also but same problem
