Add Footer Graphic on top of footer bar

I could use the assistance...I am using Agency 2.0v

I need to add a graphic above the footer bar - image size 5x22 - so that it sits 'on top' of the current footer bar, stretching across the footer  bar from left to right.

I have tried many things from the support forum, WordPress, but I am not having any luck.

Currently I have this in the footer.

Style.css
#footer {
clear: both;
font-size: 14px;
margin: 0 auto;
text-shadow: 1px 1px #fff;
width: 100%;
background:url(wp-content/uploads/2013/01/footerback.gif) top center;
padding-top: 50px 0 0;

However, the image does not appear - I assume since it is 5x22 it would need a repeat?  I did try that, but again it did not appear.

Not sure what your image looks like, but instead of adding it as a background image - try adding it as a "border" image - http://www.w3schools.com/cssref/css3_pr_border-image.asp.
