Have you added any code to your functions.php file to remove the site description? I tested this all using a fresh copy of the Wintersong theme and it worked for me.
JeffMemberOne way you could try to fix this would be to add an offset to the home.js file. This tells the scrolling how far from the top it should stop.
jQuery(function( $ ){ $.localScroll({ duration: 900, offset: -62 }); });

JeffMemberThis can be done by changing a few things in your style.css file. This will add the site tagline (found under settings > general) right underneath your logo.

Go to Settings > Reading > Blog pages show at most will show 3 posts. Just changes this to however many posts you need. Then save changes.

JeffMemberI think the easiest way would be to add an offset to the scrolling. You need to edit home.js in your theme's js folder.
Look for
$.localScroll({
duration: 750, (add the comma after the 750)
offset: -82 (add this line with no comma at the end)
});The -82 refers to how many pixels from the top that the scroll should stop, in your case, this would be the height of the header which I think was 82 pixels. Hopefully that helps.
JeffMemberI'm looking at your site and I'm not exactly sure what your referring to as the solid color block. I'm assuming you mean the header with your logo and social icons. Do you want that header smaller? Or, do you want the black menu bar lower so it's visible after clicking the down arrow?
JeffMemberI took a look at your site and to make the header and navigation full width should be fairly simple in the CSS.
You need to make these changes in your theme's style.css file.
For the header:
Line 879, the .site-header .wrap, you need to add max-width: 100%;For the navigation:
Line 1079, the .nav-secondary .wrap, you need to add max-width: 100%; and text-align: center;That should do it for you. Hope that helps!
