Reading through the forum a bit more, I found a response from Victor Font ( @vfontjr ) here and I found out that I can change the duration of the cookie from the top-banner.js file. I'll probably just set that to 1 day and that should work fine.
I'm still looking for a way to make the banner sticky so if anyone has done it before and would like to share it, it'd be amazing.

Thanks for helping out with this. I used your instructions on a clean WP install and everything worked fine so I suspect this has something to do with something on my site (maybe caused by the stocky menu I added). I decided not to use the secondary menu for this site for a couple of other menus but thanks again for the offer to help.

I can see it adds some padding to the nav menu and increases the overall heading/menu height, leaving an awkward gap between the bottom border of the nav items and the nav border (hope that makes sense)but I'll play with that and hopefully get it to work.

I appreciate you've taken the time to review my post. Unfortunately, the site is not live yet because I'm building it locally. I will do my best to host it for next week. In the meantime, I took a screen recording (here). Does that help at all?
