    I would like to take the menu from a theme and make it vertical like sixteen nine. Are the child theme headers/menus similar enough to have a set of elements to change? So that I could take all or most of the themes and switch the headers and menus to be vertical?

    Yes you can make the menu vertical The sixteen nine menu is the header-nav with vertical css. To make did responsive/ compatible with your site is a bit more work.
