    I'm using the Outreach Pro Theme here:

    easterntechairva.com

    I changed the header background to white and the text to black.

    But on the iPhone the Phone number (in the Header Right Widget) shows white.

    On the desktop it the phone is black as it should be.

    But on the iPhone the text is white, and therefore almost invisible.

    How can I correct this?

    That is because on an iphone the number becomes a link so that it will dial directly. To change the colour of this link, you will have to style it differently from your regular links. So you could add the following into the widget:

    <p id="phone-text">Call us on (703) 568-9965</p>

    and this in the css file
    #phone-text a{color:#000; text-decoration:none;}

    You have an error in the html, the back end is showing <h2 id="”phone-text”" align="center">(703) 568-9965</h2> with double quotation marks in the phone-text section. They quotation marks are also incorrect. Add them in manually, sometimes copying and pasting brings over extraneous character which do not work.
