I am using the Dynamic Widgets plugin and for the moment using a named anchor tag to get back to the top. I would really like to make the text widget on one of the pages always visible in the sidebar when scrolling. Is there a plugin that will do this for the Agency theme?

The page I want to have the sticky widget on is http://66.147.244.238/~mericbj6/table-of-contents/

Try this plugin Q2W3 Fixed Widget (Sticky Widget)

Should hopefully do the trick for you.
