    my sidebars are displaying properly in Firefox, not in Chrome; same site, same settings

    Full width layout doesn't have a right or left sidebar. You have placed content into a Footer widget is why the Monthly Activities looks like that. You will need to change the layout of that page to Content-Sidebar to activate the right sidebar so your can put the Monthly Activities in there.
