On the Republican Parties website, they are using the Genesis Framework and have a really cool top slider (Genesis Responsive Slider?) and a rotating slider that shows their recent blog posts. How can I get that?

They are using the Nivo Slider. There are different version is the WordPress Plugin Repository or you can look on Codecanyon.net for one similar to it also.
