    I'm aware of the plugin, but I'd rather not have to create 3-4 different header images.

    In Executive, when I use featured images (featured page  widget), they scale nicely when resizing the browser window.

    Why doesn't the header image do this by default?

    I'd prefer to have one image that scales, but also want to follow best practices.

    Thoughts?

    You could add this to the #header rule: background-size: contain;
