We would like to be able to make the header function as this site using the Outreach theme, does:
It appears that the transparent logo floats in the header over the background and center justifies when the screen is minimized. We would like to know how to accomplish that.
Uploading a header image in the 'Appearance - Header' is not working out because it necessarily crops any image to fit the entire defined space, and when the window is minimized the logo does not center justify, but gets cut off because of the defined size. Below is the result:

http://mtp-it.com/stcolumbkille.com/I'm no expert in these things but it appears that their header area is comprised of two images, a repeating wooden background image which is 482px ?— 300px and a separate logo image on the left which is 315 x 212. Your header image is 1,060px ?— 160px so it won't be able to float on screen resize. Maybe someone else here can guide you to how to do that (their two images are referenced in their stylesheet so you could reference that if you're comfortable with CSS).
