Navigation cursor pointer position issues Streamline Pro

I've spent a frustrating (near-on) day trying to resolve the issue of the white cursor / pointer not moving down into the navbar. The issue started because I narrowed the primary navigation bar width to 20px. The menu text went out of position - no longer centres - but worse is that it seems locked together with the cursor.

I've had the text lower but the cursor moves down with it into the bar!

Any ideas how to resolve as I am going round in circles on such a small point (sorry about the pun). Here's a screen grab as my site's in localdev. Screen grab here though small I think you can make out the issue on the far left 'Home' menu item. Cursor and word squidged top of navbar:

I think it has something to do with this code as changing the font size in this snippet made the pointer smaller:
