    Before the genesis_before_loop, I guess, but I don't want it to extend above sidebars.

    Where do you need it to display exactly?

    Are you running XHTML or HTML 5?

    Link to your site please and i'll give you the code.

    You can use a custom widget with the custom menu widget.

    You'll need to change the conditional tag and add your own CSS.
