In the WordPress dashboard under Reading Settings I have "Blog Pages Show at Most" set to 8 posts.

When I have a category with 8 posts, the category page fills and looks fine as seen by the included URL.

When I have a category with, for example, 1 post (see http://www.lasvegasphotoshare.com/show-deals/meat-loaf-las-vegas-deals/) there is a lot of white space beneath the listing.

Is there a way to fill the white space with content from a widget such as Genesis Featured Post or YARRP?

Ideally what I would like is the ability to say if category has only 1 post, have the Genesis Featured Post show 7 posts beneath it. If the category have only 2 posts, have the Genesis Featured Post show 6 posts beneath it. Etc.

Is this possible? Or are there other known solutions to deal with (fill) white space like this? Thank you!

Yes. You could code in a widget which only displays based on a specific amount of posts.

Different ways to do this also.
