    Am using Magazine Pro ThemeVersion: 3.1 and the description says : A mobile responsive and HTML5 theme built for the Genesis Framework

    I want my website to provide visitors with a great reading experience while on the small screen.

    Is it necessary to activate Jetpack Mobile Theme?

    No unless its an old child theme running XHTML markup however all the new themes run HTML 5 and include CSS for Media Queries which you can see work in each theme demo

    I just checked in my dashboard and magazine pro has not been updated since Updated: 8/2/14. Studiopress staff might want to take a look at updating this old one.
