    So when moving from a different CMS to WordPress, how does one upload all the images from the other CMS into WordPress so that it can generate all the sizes it needs to display?

    Also, there must be a way to tag each post and page with a specific featured image so that WordPress knows where to grab their respective image sizes right? There has to be a way to do this inside the database. Anyone done this before?

    Which CMS conversion to WordPress are you going to use? There could be plugin specific to that CMS for quick transfer. As such http://www.cms2cms.com/ services works with variety of CMS(s) for quick transfer.

    Which CMS are you migrating to WordPress? If site is big, then using third party services like cms2cms.com works best - saves lot of time.

    "It depends." (I hope that I'm addressing your questions.)

    The images might be imported with one of the standard import tools (in your WordPress dashboard, go to Tools > Import) or with a plugin (eg. http://wordpress.org/plugins/fg-joomla-to-wordpress/) or one of the many scripts available (see this page: http://codex.wordpress.org/Importing_Content).

    For the sizing required to suit the theme, the specifics are maintained on the Settings > Media admin page (thumbnail, medium, large) and in your theme in functions.php. Look for a section similar to the following:

    //* Add new image sizes
    add_image_size( 'home-bottom', 150, 150, TRUE );
    add_image_size( 'home-middle', 348, 180, TRUE );
    add_image_size( 'home-top', 740, 400, TRUE );

    For your last question, a featured image will be displayed at the size specified in the theme. I don't understand how you might 'tag each post and page with a specific featured image so that WordPress knows where to grab their respective image sizes'. You might be looking for something described here: http://www.wpbeginner.com/plugins/how-to-import-external-images-in-wordpress/
