    It's difficult to understand what you want to accomplish from your image. Where is the menu? Is the menu in the header or footer? Are you asking how to put the content before the header? The Genesis sample theme doesn't have a front-page template. It uses the default config from the Genesis Framework. If you don't like the front page, you'll have to create your own front-page.php file.

    Menu located at header. I want to put some content/html code after header and before menu.

    You have quite a few options then. You can move the menu into the footer or use the secondary navigation menu. It is already in the footer. You can create a new widget area in the genesis_after_header hook. This will sit between the header and menu. This article will explain how to add a widget area. https://victorfont.com/add-widget-areas-to-news-pro-theme/. The only different for you is that all of the code will go into functions.php because the Genesis Sample doesn't use a front-page.php template.
