Try this in functions.php

add_action('init', 'add_category_tags_to_cpt');
 function add_category_tags_to_cpt() {
    register_taxonomy_for_object_type('category', 'portfolio');
    register_taxonomy_for_object_type('post_tag', 'portfolio');
}
