I want to rearrange the SITE-TITLE / MENU layout so
the MENU comes first and is full width
the SITE-TITLE is below that and is full width

I can do the CSS, but how do I change the layout. Can I do it with Genesis Simple Hooks? If so, how?

you can use the following code snippet to change the location of the navigation menu:

I recommend copying the code into the functions.php.
