The recommended size for the Home - Image widget is 315x380px. So why when I create an image that size does it cut it off and become 315x250px?

You're not using the right size image. The image you inserted into the text widget is the 315x250 crop. Make sure you use the correct image.

How would I have done that? I only had one image: 315x380px. How did it get cropped?

The Visual Editor seems to be cutting it off.

Specifically, it's the Black Studio TinyMCE Widget that is cutting the image height from 380 to 250.

I ended up using a larger image and setting the size in WordPress and now it's not cropping. Go figure.
