hello bar

I want to create a stick hello bar on top, after the header.

Which is the best way?

- Do I need a plugin?

- Could I use Genesis simple Hooks plugin?

- Have I to paste the code that hello bar gives me, into the hook?

Is there a free hallo bar (the hello bar costs 12 $ month)?

I use this on my site and it's a plugin you get from HelloBar. It's very simple to setup. It had some quirky issues the other day that weren't major issues for my site but enough that I deactivated the plugin and complained to them. They said they were upgrading it and fixed it. I activated it and its been fine since.
