Header color and transparency, and background size

I would like my header to be white and transparent like http://theelevationgroup.com/ and I would like the background silver credit card image to stretch lower so the titles don't get covered up like on http://www.thereshopeforyourcredit.com/?page_id=497 but I don't want the size of the background image to change on the front page.

My site is http://www.thereshopeforyourcredit.com/ and I am very new to this and know almost nothing about coding 😛

I DID follow directions on making the header "shrink" stop working here.

also, how to adjust the blue background up on helpthemfindyou.com so that it doesn't take up your whole screen on the home page. (with the text still in its current spot)
