    Is it possible to make a custom section like on this web page?

    When you're on top of the page, the image is like full screen, no matter what screen size you have. Also when you zoom out, the top section of the page is still covering all your screen.
    Of course you can easily scroll down.

    I don't know how's this effect called. If I knew, I would google it 🙂

    Any help appreciated.

    Yes, look at Altitude Pro or Infinity Pro.

    Thanks, but I'm already using Genesis Sample theme.
    I found similar tutorial here, but from some reason that CSS code didn't work for me.

    What you can do is look at the other themes i mentioned to see how the code works and use it in your theme.
