Hello, I’m having an issue in chrome on samsung tablets with the full screen background image including the samsung note pro and the samsung tab 4 when the table is in portrait mode.

For years IOS devices have not rendered background-size:cover and position:fixed correctly. I haven't bothered to see if this bug has been fixed. I would suspect that there's a similar bug with webkit browsers (chrome among them) and android devices, or at least some versions. You can use feature detection with Modernizr or jQuery touch detection (not always reliable on the newer touch laptops) or use background-size:100% and/or remove the fixed position or try any number of things. There's a php class, mobile-detect, that may work to detect the actual device and you could use that to serve up some inline css to work around it.
All in all, after 6 years of this responsive design, I've found that I've had to use server side detection (php mobile-detect) to actually serve up different html and different scripts at times to make things work, so I typically avoid designs that will be buggy.
