    Whenever I make a change I add comments like /* was 400px*/ or /* this does xyz*/.

    Does this make my CSS unclean in anyway, or affect how goolge renders and ranks my site?

    Thanks for the advice, I curious about this.

    NO, commenting in CSS in no way affects SEO performance. It does increase your CSS file size and to some extent, page load time (let's say you had hundreds of commented lines added). And Page Speed/load time IS a ranking factor. But we're talking about an extreme number of comments/extra characters and then it MAY be a factor. So the answer is NO.
