I am using the old News child theme, I need to add a graphic ribbon
between the content and the footer, I need it to appear every time we
    add a new page.

Would this be done in the CSS for the child theme or the Genesis CSS,
or do I need to add within the PHP pages, if PHP any idea which one?

I tried adding it to the bottom of the content and top of the footer
widget but the padding is the problem, if i change the padding it also
changes it for the text. Any help is appreciated. The graphic will be
    located in the main directory

Never, ever make changes to any Genesis files - you'll lose those changes when the framework updates. Always make customizations within your child theme.

I'm not sure I understand exactly what you are trying to do... Does this graphic need to appear on every page of the site? Does it go at the very bottom of the white part of the page or is there some space before the dark green part of the footer?
