    Jetpack comments doesn't offer/any customization. I tried WpDiscuz but once I tried to customize it caused glitchy behavior.

    Is there any way to customize the comment form using Genesis or an addon? I'm especially interested in offering html formatting for commenters.

    There are many filter hooks you can use to modify the comment form in Genesis child themes.
