When a user goes to a category index page they see a feed of posts sorted chronologically. Instead of this, I want to display a list of child categories and post names with links. If you look at the archive page and scroll down to categories you'll see what I mean. I want to display that for my categories. Is this possible? Can anyone point me in the right direction for this or recommend a tutorial?

I think you would need to write a custom loop for category archives and wrap the title in a ul class.
The function used in the archive template, wp_list_categories, is not what you want because you want to list posts in each archive.
