I have 2 custom taxonomies departments and branches

I've created 3 pages, one for each department with buttons to each branch at the top.
So when you click on Branch A (from the Sales Dpt page) it shows only the Branch A staff from the Sales Dept etc etc.

This all works fine except that I have 3 templates taxonomy-department-sales, taxonomy-department-service, taxonomy-department-parts.php
These templates provide a grid format and the buttons at the top to the Branches (links combine the 2 taxes)

BUT once I go to a branch page (I have the correct staff showing) I don't have the correct format and I don't have the buttons as I can't work out how to apply a template to it URL is staff/parts/?offices=branchA

I'm wondering if branches should have been subcategories of Departments, but they are the same for each Department so that doesn't seem to make sense eg.
    Sales
    BranchA
    BranchB
    BranchC
    Service
    BranchA
    BranchB
    BranchC
    Parts
    BranchA
    BranchB
    BranchC
