    I want to change the footer color to white, and the text to black.

    I figured out changing the background color to white.

    .site-footer {
    background-color: white;

    }

    But cant figure out how to change the text to black.

    I am guessing I need something after background-color: white;

    Something like, text-color: black;

    But that doesn't work

    Try

    color: black;

    Make sure you apply the declaration to the correct footer class and clear all caching types including plugin, server and browser caching.
