How do I change the color the of the page menu, the bar right under the header?

The Nav. bar in Modern Blogger is actually an image. Here's the link to your image:

So, you can't change the color of that in CSS. You can replace it with another navbar (if you look at my blog, it's based on the Modern Blogger theme, and I created my own nav bar: http://www.affordyourpassions.net), or you can remove it altogether and style something in CSS in your stylesheet.
