Can't Remove header

I cannot get rid of the site title and tag line in the header of my web site even though I have unchecked it in

Header Text Show header text with your image is unchecked

Customize Site Title & Tagline has the Display Header Text is unchecked

You can override this in the CSS by adding following:

#title-area {
	display:none;
}
