Can't Customize my theme appearance – Help!

I can’t customize my theme appearance under:

WP Admin > Appearance > Customize
or
WP Admin > Appearance > Header
or
WP Admin > Appearance > Background

I've tried:
- turning off certain plugins
- Debug Tools> Check for JavaScript errors
- deactivating and reactivating both Genesis and the Agency child theme

Are your versions of WordPress and Genesis up to date? That may be a factor, although it's hard to know for sure - might be worth checking.
