I just upgraded one of my Genesis sites to WordPress 3.8 and for whatever reason, the admin color scheme options are not available under Users / Your Profile.

When I go to Users / Your Profile, the color scheme options are visible for a second and then disappear once the page fully loads. At the top of my profile page there are Proofreading settings which come from JetPack. I deactivated JetPack and the color schemes are still not available.

I've cleared my cache, used different browsers, switched themes but the colors are still unavailable. Not sure what could be causing this... So far this is the only site that is having this problem with 3.8.

I think I saw something about this mentioned on Twitter yesterday and the culprit was a plugin. Maybe try deactivating all your plugins to see if the issue goes away. If it does, reactivate them one by one to find out which one is causing the problem.
