    How can I add a navigation menu to the Agency footer?  I want to add:  Home | Sitemap | Newsletter Signup | Contact

    Are you using both the primary and secondary navigation menus already? If not, you could move the secondary menu to the footer with (untested):

    // Reposition the secondary navigation menu to footer
remove_action( 'genesis_after_header', 'genesis_do_subnav' );
add_action( 'genesis_footer', 'genesis_do_subnav' );

    Let me know if that does the trick for you.
